I think you can buy a book at a book store. Start there if not maybe the library even. Good Luck
Ask him how he wants to learn. Some people are visual learners, others learn best by example and watching, others by reading and taking notes. Also, ask him how he wants you to be involved in the learning. Would he like you to just give him the answers? Explain how to do the problems and then provide the answers? Explain how to do the problems, allow him to try them, and then check the answers? Give him the answers and then explain them?

First check with your school to see if they offer tutoring for free. Then try your teacher, see if they are willing to help you. These are free, the best price if you ask me. If not, from $20 to $70 an hour depending on the credentials of the person and the place.
Ask your teacher or an administrator for help finding a person in your area, sometimes schools are able to get discounts for their students.

You can go to hotmath.com and you can sign up for free, i think. anyways, you go the college section of math and you can probably find the textbook you are using in school. They will explain all the even numbered problems and how the answer was given.

In my area (SF Bay Area), math tutors charge rates that depend on location (teacher's home, school, student's home – increasing price for each), distance the tutor must travel for the student, how full the tutor's schedule is already, how experienced the tutor is with the student's type of needs (e.g. do you have lesson plans prepared already? how about homework?), etc. Typically, for tutoring at the student's home not too far from the tutor's location, at convenient times for the tutor, you would see rates of $25 to $80 per hour in my area. Craigslist is a good source for information on what people are willing to pay and what people are charging.
While there are many online tutors, I'd recommend KnowledgeIsFun.com that starts with the fundamentals. You can go on to learn the basics first as a normal text-read rather than as a strict tutorial kind of system. You can also explore in related fields and get more knowledge as you progress from one link to another. It is definitely not a tutorial system but surely the first place to start to get a general overview of the system so you can access the width and depth of the system.
Your school should have a math lab or tutoring center.

If not, your best bet is to buddy up with one of the brighter students in class.
