They tell you that at tax time the Govt will pay you back half of what you pay. They also say that its Teachers who have created it and because it is ‘unknown’ it costs a lot.
There are many different routes you could take in terms of certification, depending on your interests. Have you looked into Microsoft Certification, or A+ certification (for example)?
As far as accrediting yourself as an institution that can give college credits… you might have to seek out employment through an organization that offers CEUs. Try contacting your local university, college or community college about that – they might be better versed in the qualifications for accreditation.

I found a site that has tutors online that are professional teachers and professors. You can even get a short tutoring sesson for free. I attached a link to it under source. You'll have to click on the advertisement and fill out a form to get your free tutoring session. Hopefully, they can help!

computer tutors are generally pretty high-paid. for whatever reason, people are willing to pay insane $/hr for this kind of knowledge. i had a friend that wouldn't do it for less than $20/hr. and he was definitely not the most expensive out there.
I don't blame Best Buy as my company will not touch Dells either.
It depends on what you are looking for in training. Community colleges teach basic computer skills classes and are one of the most cost effective ways to go about it. I am not offering to help you because I have no idea where you are, but as an example, my company offers computer training. Its done as a one on one or small groups for $80 per hour. You'll learn the most with that type of training but it isn't cheap. There are a lot of professional training companies around the country that do it the same way.
