or do you just find the limit to both values, and if you get 2 different answers, both would become a horizontal asymptote

Knowing the subject and teaching it are quite different.
When a student asks a question, you have to figure out what information is he lacking to be able to solve a problem.
Showing a kid how to do the problem is just not enough. You need to be able to go thru each step until the kid understands the pattern. That may involved your dipping back into Alg. II or some Geometry.
And your own language skills must be good… terms that are familiar to you, may not have been mastered by the person you are tutoring. And you can teach no one very much in just one hour. For sure, you can demonstrate how a problem is done……….. a computer can to that. But to find what it is that is missing in his "data bank" is quite another matter. And that is what a tutor must be able to do… find out where the missing puzzle parts are in his informational bank.
One way you can start is to volunteer your time at the jr. college math lab, where kids come for help. Work on your communication skills, and analytical skills in algebra, and geometry, before jumping in to calculus.
Remember to skip no steps, and do nothing in your head, and as well, don't assume they have certain things memorized…. such as pinging off:
Factor:
x^2 + 6x+9
and write (x+3)^2
and expect any kid to know how you got there. They need help because they skipped too many steps at the lower levels.
Again, in your place, try the jr. college math tutor lab first, and see how you do.

Depends on qualifications and what they think they're worth. If I were to do it, I would probably only charge $20-30 an hour. Maybe less if the student was struggling and couldn't afford that much.

Most colleges have tutors. Check with the math department (if anyone is there) and see if they can get you connected with one. Call the main desk if no one is in the math dept. and if they are good to their prospective students, they'll help find someone to help you.

ok QUESTION. at 9:30 you get the maximum how? Why did you plug it into the original? I thought the 2nd derivative test was supposed to give you relative mins and max?
that is great and all sir but you are posting in the wrong area. try local flyers or workng for a tutoring center or or the tutoring community college center. if you wish to provately tutor, try to post LOTS of flyers for SAT Prep help. parents eat that up real quick. cheers!
