Try asking the student to describe weak points in the subject— do they need help with note taking, study skills, reading the text, etc.?
Sometimes, just getting the person to open up and explain what the issue is will naturally led to a solution– for example, the person might tell you– I just can't recall the information I read when it is time to take the test.
If possible, have a conference with the person first, then do a bit of research on tips the person can use, then plan a study session…..

Years ago (from fifth grade to eighth grade) I had a tutor charge 40 dollars and we thought it was affordable… And that was a long time ago.
So 25 – 40 United States dollars is good. That equals 26.93 to 43.08 Canadian dollars.
For two people I would say fifty United States dollars if you wanted. That equals 53.85 Canadian dollars.
Contact your local high school and ask about the National Honor Socitey community service program. My 11 yr old uses one of our high school NHS tutors and it is free to us since the NHS has to have a certain number of C/S hours each year. You will probably have to ask the school which teacher is in charge of this program. If they do not have it at the school you choose, keep looking around the high school though. Lots of high school kids would ike to earn quick money.

When I was Tutor in college I used to ask for $15 dollars an hour for one-on-one tutor. I wasn't very strict about payment, I asked that much so that they would know my time was valuable. When I did group rates I'd go between $15 to $25 and have the students split the expense between themselves and keep the group less than 8.
I'd say anything less than 5 dollars an hour is insulting, mostly because it says how much his time is worth it to you.
7 dollars says that I'm willing to take advantage of you.
9 dollars says this is really really important to me, but I don't have a lot of money, lets negotiate.
15 dollars says, I have the money and I expect you to be worth every penny.

If you want to do it properly, go to university for 3 years, get a degree in maths, go on and take a PGCE, and then get a job as a teacher. Alternatively, you could just advertise for pupils, but make sure that you have professional indemnity insurance cover, and an up to date CRB. Just how you would get indemnity cover without the proper professional qualifications is beyond me. Do make sure that you tell your prospective clients that you`re not qualified to do the job. I`m sure they`ll be mightily impressed.

You could try working online with Tutor.com. I tried it before, but they only want people that are old enough.
As for tutoring in person, you could try asking to get registered by the school district. Where I live, they have a website with a list of tutors that live within the district this way students can contact them. I'm not sure if they have it where you live though.
Hiring a private tutor for one-on-one tutoring is the best way to go. However, if money is an issue, you can opt for online tutoring instead. Try some online tutoring services like:
1) http://www.tuitionplaza.com/tutoring/ – tutoring by retired teachers and volunteers (free)
2) http://www.tutor.com – tutoring by professional tutors (not free)
3) … and many more (use search engine).
