This sounds like severe dylexisia. Very severe. Try contacting the local branch of reading services for the blind and see if they will read books for her that she can listen to. And especially lean on your school administrators. They are supposed to be professional educationers, sounds like they have a severe case of burn out and draw the pay until they can retire. This is a classic example of why I don't like mainstream programs. But a lot of one on one work with this student will also help.
Honestly, if he has a learning disability. Tutoring a person longer than 3 hours a day is going to make the person feel frustrated.
I have adult ADD. I also was told my a neuropsychologist I would never make it in college. My comprehensive skills & vocabulary was very low.
