Based on the links below, there are opportunities for people to do online language tutoring, but it doesn't appear that there is one for German at the moment. If you review the links, perhaps you can be a pioneer for German Language tutoring online. The third link below (fodors.com/language) does have a link to German, and that might give you some pointers as well. As for doing it without experience, you get what you pay for, so if someone is willing to pay you without you having experience, then go for it.

How much you can make as an Arabic tutor? To be honest with you, it really depends on a couple of factors. For example, what credentials you have. not every native speaker knows his language well… it may result in an eternal phrase "we just say so" instead of a detailed explanation of the rule and similar examples… make sure the language tutor has a degree… Linguistics or Education…
experience is essential as well… a person who never taught before may not now some "field difficulties" which aren't given in the books…
clear aims and structured plan is an advantage… otherwise the person may teach you forever, getting your money just as a regular donation…
and the personality of that person should be easy-going… that is negotiable and responsible… kindness is a disadvantage because a kind person will tolerate your laziness which results in longer time of learning… those are the main points i assume…

A great way is to go through WyzAnt ( http://www.wyzant.com/11QNLVC ). This site list certified tutors who will come to your home and can tutor your children. Background checks are available and it is a great service.
I agree with the previous person. $20 or $25/hr is good, but it also depends on the tutor's degrees. If they have a master's or a phd, the rate can be really high. I think you should get the money aspect of your tutoring straightened out beforehand, to avoid any surprises or conflicts.
If this is for school, maybe you can see if your school has tutor's available? It would be much cheaper, maybe even free.
