Start at microsoft. Get the language pack to support other character sets. Then you need to get the russian keyboard support which I believe I also got from microsoft. It is not hard to find.
Visit Lingvosoft for some really useful and rather inexpensive software.
GOOGLE!!! “Learn Russian” and you will find several sources to assist you in learning your new language. Some are free.
Alla has some great stuff. This is a very usefull addition to my learning tools.

Because I am fluent in Spanish and French other than English.
And I live relatively close to Portland.

P.s..
Have you checked out any of the Universities or Community Colleges near Portland?
They usually offer inexpensive (if not free) classes for English as a second language.

It depends on the level of education of your tutor, whether you will be tutored in an academic setting or at your home, etc.

The very minimum would be $10 per hour.

I recommend that you hire a credentialed english teacher. This will cost you from $30-$40 an hour. If she is good, you shouldn't need more than a few sessions (6 or so) and it will be well worth it.

A tutor who is not credentialed will cost you $20-$30/hour. Let's face it there are some bright writers who don't have degrees. But the price is not that much different for the credentialed teacher who holds a good curriculum and has excellent resources at her/his fingertips.

You should save yourself the money, and go to your local high school or college and get an honors student to volunteer to tutor. You know the person knows their english based on their grades and how they speak. There are plenty of people willing to teach without having to pay.
